Developing Higher Apprenticeships in England: Lifelong Learning Networks National Forum Policy Paper
Lifelong Learning Networks have been funded to develop and implement strategies to support the progression of vocational learners into Higher Education. A key group of vocational learners are Advanced Apprentices whose progression rate of 4% into higher education is a national issue of social mobility.
The following paper offers recommendations about how higher apprenticeships can resolve this problem. It is based on the experience and expertise that Lifelong Learning Networks have gained in working with employers and of supporting this group of learners. It examines the issue of social mobility and the potential higher apprenticeships have in opening access to the professions for these under represented work-based learners; it makes recommendations on the shape, range and delivery of higher apprenticeships and it addresses some issues about engaging employers.
